Visas, permits, and the 390 km problem

Start with the fact that shapes everything else. There is no immigration office in Mondulkiri. The General Department of Immigration publishes exactly one address and it is in Phnom Penh; no provincial office is listed anywhere, in English or in Khmer. Every extension, every overstay, every passport matter is a 390 km journey each way. The single exception is the work permit, which is filed online.

The visa you must arrive on

If you intend to stay, you must enter on the E class ordinary visa, US$35 on arrival, 30 days, single entry. A T tourist visa (US$30) can be extended once, to about sixty days, and then it is finished. The e-Visa is tourism only and cannot be converted — arriving on one is the most common way to make the whole plan impossible on day thirty. Reported

No official fee schedule for any of these exists. The immigration department publishes none; the professional guides that document the categories in detail decline to state government fees; even the agents quote only an all-in range. Figures in circulation — roughly US$50 for one month up to US$285–350 for twelve — are agent-inclusive, and this page prints them as that rather than as a tariff. If someone tells you the government fee, ask them which instrument says so. Contested

The work permit is separate, annual, and the one thing you can do from here

And the number that ought to decide how seriously a freelancer takes this. Under Joint Prakas 498, working without a permit costs KHR 12.6 million per employee, about US$3,150 — but a self-employed foreign national without one is exposed to KHR 50.4 million, about US$12,600, tripled for a repeat, with imprisonment of six days to one month available and up to three months under the Law on Immigration. A person quietly working online from a guesthouse in Sen Monorom on an extended visa is the case this provision describes. Reported

Arriving, overstaying, and being on the register

e-ArrivalCambodia’s digital arrival card, at arrival.gov.kh, run by the General Department of Immigration. Submit within seven days before arrival or on arrival, and it is free. It consolidates the visa-on-arrival, immigration, health and customs forms. Sources disagree on when it became mandatory — the national carrier says 1 September 2024, other accounts say January 2025 — and no official source states whether it applies at land crossings, which matters if you ever use the Viet Nam border. OverstayUS$10 a day. Under thirty days it can be paid at the airport or border on departure. Over thirty days it must be cleared at the Phnom Penh visa office, with a US$30 exit visa and two to three working days — so a serious overstay cannot be fixed locally, and cannot be fixed on the way out either. You are on a registerThe Foreigners Present in Cambodia System requires whoever owns the property you live in — hotel, guesthouse or house — to report you within 24 hours, under article 18 of the Law on Immigration. Not being registered is reported to cause extension refusals. If you rent privately, this is your landlord’s obligation and your problem. Reported
No insurance requirementSearched and confirmed absent: no Cambodian visa class requires health or travel insurance. That is a finding, not a gap — and it is not advice, because the evacuation reality below is the reason to carry it anyway. Verified
No digital nomad visaNone exists. Extensions for people without a clear employer are reported to have become more restrictive through 2026, with proof of business activity increasingly asked for. Reported

One piece of context worth having rather than discovering. Cambodia has run a large and continuing deportation campaign through 2026 — thousands of foreign nationals removed, much of it aimed at online scam operations, alongside a hardening of work permit enforcement. None of that is aimed at a lawful resident in a quiet province. All of it means the tolerance that used to exist for informal arrangements has narrowed, and the sensible posture is to be exactly correct on paper. Reported

Finally, two local specifics. No foreign embassy or consulate exists in this province; all are in Phnom Penh. And whether the Dak Dam crossing to Viet Nam can issue or accept anything for a third-country national is not documented by any official source — the Invest page establishes that Mondulkiri’s gates are bilateral, so do not plan a visa run across them.

Newcomer checklist

In the order the deadlines actually fall, not the order they occur to you.

  • Enter on an E class ordinary visa, not a tourist visa and not an e-Visa. Neither converts, and arriving on the wrong one costs you the plan.
  • Submit the e-Arrival card — free, within seven days before you travel or on the day.
  • Buy insurance that covers medical evacuation, and check it covers riding a motorbike. No visa requires it. The hospital and the 390 km do.
  • Work permit within 90 days of first entry, and every year before 31 March after that — including if you are self-employed.
  • If you will employ anyone foreign, file the quota between 1 September and 30 November of the year before. No quota, no permits.
  • Check your landlord has registered you on the foreigners’ system within 24 hours. It is their duty and your extension.
  • Plan visa runs to Phnom Penh, not to the border. There is no immigration office in this province and the local crossings are bilateral.
  • Get a lease in writing, and understand that over soft title it binds the person who signed it and nobody else.
  • Pre-exposure rabies vaccination. There is no treatment centre in the province.
  • Ask what you are paying before you sign, and then write it down somewhere public. You will be the first.

This is a starting reference and not legal or medical advice. Immigration practice in Cambodia has tightened through 2026; confirm anything consequential with the relevant ministry or a licensed adviser before acting on it.

What it costs, and why this section is shorter than it should be

This page used to say that rents in Sen Monorom “sit well below Phnom Penh across every tier”. That is very likely true and it was not sourced, because there is no published rent figure for Sen Monorom of any kind — not for a guesthouse long stay, not for a Khmer house, not for a western-standard house, not for an apartment. Not one. The national property portal carries a Mondulkiri section and it is land for sale only. The rest of this section is written to that standard.

What is actually known

You cannot own the landThe Constitution and the 2001 Land Law confine land ownership to Khmer citizens and Khmer legal entities — a company being Khmer at 51% or more Cambodian shareholding. A foreigner who falsifies nationality to acquire land is punished and the land is confiscated. The Invest page sets out the mechanics. Verified
What you can have insteadA perpetual lease, capped at 50 years and renewable. The thing that makes a lease worth anything is registration at the cadastral office, and over soft title that is generally not possible — which in this province is most of it. Verified
Strata title is irrelevant hereThe 2010 co-owned building law lets foreigners own units above the ground floor. No registered strata-titled building in Sen Monorom is documented anywhere, so the route exists on paper and not on the ground. Reported

What is not known, and why the usual numbers are not printed here

There is a strong temptation to fill this section with the national cost-of-living figures everyone quotes — a meal at US$3.25, a one-bedroom flat at US$370, utilities at US$106 a month. Those are national aggregates dominated by Phnom Penh and Siem Reap, and there is no Sen Monorom entry in the dataset at all. Printing them under a Mondulkiri heading would be the precise error the rest of this site exists to avoid, so they are named here and left out of the tables.

One absence is worth more than the others as a signal. Cambodia’s main relocation publication maintains detailed practical guides — housing, internet, healthcare — for Kampot, Kep, Siem Reap and Sihanoukville. For Sen Monorom it has five articles, all about tourism, the most recent from September 2019, and no living guide at all. The gap in the sources is not an accident of searching. It is what it looks like when very few foreigners live somewhere and nobody has written it down.

Money and getting online

BanksACLEDA is the only institution confirmed to have a presence, with three offices: the Mondulkiri branch in Sen Monorom, and district branches at Kaoh Nheaek and Kaev Seima. That list is from the bank’s own address publication and is dated March 2021 — treat it as five years old and check before relying on it. No source confirms or denies a branch or ATM for any other bank, including the ones a newcomer would expect. Reported
Opening an accountNo published requirement list from the National Bank or from any bank could be found — not the documents, not the visa class needed, not a minimum deposit. This is ordinary information everywhere else and it is not published here. Verified
Currency and borrowingKnown, and national: the official rate around 4,044 riel to the dollar, dollar term loans at about 8.5% and riel at 10.3% on new lending. InternetNo coverage, speed or price data exists for Sen Monorom. Which providers reach the town, whether there is fibre, and what it costs are all unpublished. National fibre plans run about US$29 to 89 a month for 250 to 600 Mbps, and there is no basis for assuming any of them are available here. The relocation press maintains a provider guide for Kampot and none for Sen Monorom. Contested
MobileNationally, 4G reaches 93.2% of the population and a bundle costs a few dollars a month. No provincial coverage figure is published, and companies operating here have raised weak phone service with the government — recorded on the Invest page. Health and schools: what is here, and what is not

The hospital, and the fact nobody publishes

Mondulkiri has a provincial referral hospital in Sen Monorom. What it can do is not published. There is no bed count, no statement of surgical or intensive care capability, and — the one that actually matters — no published statement of its level under the health ministry’s own three-tier classification, which is the thing that determines whether a referral hospital has surgery, anaesthesia and an intensive care unit. A resident deciding whether to live 390 km from Phnom Penh cannot find out what the nearer option can treat.

What is documented is narrow and recent: an ophthalmology building inaugurated on 15 January 2024, about US$90,000 with US$84,973 from the Eye Care Foundation, containing four beds, a consultation room and an operating room, doing examinations, spectacles and eye surgery. During the pandemic the hospital built a self-contained ward and trained fifteen staff in infection control. That is the whole public record of a provincial hospital’s capability. Reported

Against which, the official position, in the United States government’s own words: health facilities exist in each province, but modern private facilities are “primarily located in Phnom Penh”; “it is difficult to find adequate health care in rural areas”; “public medical clinics have only basic resources and supplies”; “if you get injured, you will likely need to travel to a major city”; and “first responders cannot reach remote areas in case of emergencies”. It strongly encourages medical evacuation insurance. Verified

Put that beside the geography and the conclusion writes itself. There is no commercial airport. Sen Monorom is five and a half to seven hours by road from Phnom Penh. No medical evacuation provider, route or cost from this province is documented anywhere. Evacuation cover is not a luxury item on the insurance quote; it is the item.

And the thing the Visit page establishes that residents should carry too: there is no rabies prevention centre in this province — the nearest is Kampong Cham — which makes pre-exposure vaccination worth more here than in most places a person lives.

Schools

No international schoolSearched and confirmed: every international school in Cambodia is in Phnom Penh, Siem Reap or Sihanoukville. There is none in Mondulkiri, and no named private or bilingual Khmer-English school in Sen Monorom either. Verified
What the state system does hereMondulkiri is one of five provinces in the education ministry’s multilingual programme, which teaches early grades in the mother tongue and transitions to Khmer — reported as 80% Bunong in grade one, 60% in grade two, 30% in grade three, and Khmer only by grade four. That is a genuinely unusual thing for a state system to do, and it is one of the better arguments for the province. The figures are from 2022 and may have moved. Reported
The statisticsNo accessible province-level education statistics exist. The national series stops, publicly, at 2021–22. The Data Hub records that the newest openly catalogued provincial school data is from 2012/13. Verified
What families actually doNot documented by any source of any kind. Whether foreign families here board children in Phnom Penh, home-school, or use the state system is not written down anywhere, and this page will not guess. Verified

One piece of good news, and it is official

The United States travel advisory places Cambodia at level two for crime and landmines, and names the provinces where landmines and unexploded ordnance are the concern: Battambang, Banteay Meanchey, Pursat, Siem Reap, Pailin and Kampong Thom. Mondulkiri is not among them. The level four “do not travel” zone is within 50 km of the Thai border; this province borders Viet Nam and is nowhere near it. The street-crime warning is specific to Phnom Penh. On the two things a reader is most likely to worry about, the official position is that this is not where the problem is. Verified

What is not known about living here

Verified Thirty-four items searched for in August 2026 across official Cambodian sources, the property and relocation press, statistical portals and community sources, in English and in Khmer, and not found.

Every other page on this site has a gaps section because the Atlas thinks an honest absence is worth more than a confident guess. On this page the absences are not a section at the end. They are most of what there is to say. Mondulkiri is comprehensively documented as a landscape, moderately documented as an economy, and close to undocumented as a place to live.

Two of those deserve to be read twice. Nobody has counted the foreign residents of this province, so anyone who tells you the community is large or small is guessing. And nobody has ever asked them what it is like — which, for a page called Living here, is the most conspicuous hole in the record and the one a reader is most likely to be able to fill.

The pattern matches what the Data Hub found across seventeen statistical absences, and it is the same pattern: national data for Cambodia is in reasonable order, and the provincial cut of it is missing. Here it goes one step further, because much of what a resident needs was never anybody’s statistic to publish — it is the sort of thing a community writes down about itself, and this one has not.
